Commercial building permits
Permits are required for any of the following commercial projects:
- New commercial buildings or additions, including apartments, triplexes and fourplexes
- New accessory buildings
- New commercial pools
- Commercial remodels
- Tenant improvements - interior alterations to commercial buildings or commercial accessory buildings
- Change of use/occupancy - required for any new tenant to a commercial building space which would change the use or occupancy classification according to the current IBC.

Pre-application conferences
Prior to submitting a commercial building application, developers/contractors are required to submit a request for a pre-application conference with city staff. Pre-application meetings are informal and provide an opportunity to discuss the proposed project, answer questions and streamline the review process. Commercial pre-application meetings are generally scheduled on Tuesdays at 9 a.m., 10:30 a.m., 1 p.m. or 3:30 p.m. within two weeks of the date of submittal. Meetings are scheduled when a complete application is submitted.
Fee payment
- Identify fees that need to be paid when application is submitted; view current permit fees. There is a 2.5% convenience fee when using a credit card, but the fee is currently being waived due to the pandemic. Fees must be paid prior to application being processed.
- Mail or walk the application and fees into the Spokane Valley City Hall, 10210 E. Sprague Ave, Spokane Valley, WA 99206 (NOTE: City Hall is open by appointment only due to the pandemic; call 509-720-5240 to make an appointment)
- Email materials to permitcenter@spokanevalley.org and call 509-720-5240 regarding fee payment.
