The City will hold a series of meetings in an effort to help citizens better understand the changes adopted under the Sprague and Appleway Corridors Subarea Plan, commonly known as SARP. Below is a schedule (which is subject to change) that provides a foundation of information, an introduction to each zone district one-by–one with a special meeting for property owners and interested public for that zone, a report back to the council on what was heard at the property owner meeting with recommendations. Some of the recommendations will continue to the Planning Commission for code changes and some will be held up until the Comprehensive Plan Update in 2011. Supporting Documents and Comments will be posted as they are available.

The Sprague and Appleway Corridor Subarea Plan is the document that provides the “how-to” for the revitalization of the Sprague/Appleway Corridor.  It proposes new zoning and development regulations that support the revitalization effort.  A CD is now available in the official large format (11 x 17).  Please stop by City Hall if you would like to have a copy of the CD in this format.  Staff has not posted the large format to the website yet, due to limitations of our website server, however we are currently still working to achieve this.  

The Subarea Plan document is organized into three sections, or “books,” as follows:

Book I: Community Intent describes the envisioned physical outcomes that the Subarea Plan is intended to instigate and the primary means by which the community intends to make those outcomes happen. It describes the primary goals, the envisioned form that the future district will take, and the strategy to achieve those intended results.
Book II: Development Regulations describes the primary means of directing land use and development on privately owned properties located within the Plan Area.
Book III: City Actions describes the investments and City resources that the community intends to utilize in order to complement private investments and to achieve the objectives of the Subarea Plan.
