WORKING IN THE RIGHT-OF-WAY (ROW)
Preserving the integrity of public roadways and provding for the safety of citizens and workers are the reasons why the City of Spokane Valley requires permits for most types of work performed in the public right-of-way (ROW).
Any work in the public ROW that obstructs fifty percent (50%) or more of the width of the roadway and lasts for two or more hours must have a permit, as does all work requiring pavement cuts. Such work may include:

The only instances when permits may not be required are when the work to be conducted takes fewer than two hours and does not obstruct more than half of the roadway.

*Pavement Cuts
IMPORTANT NOTE: To keep Spokane Valley Streets in good condition, no pavement cuts are allowed for three years after the roadway has been paved/repaved. View the Map.
Spokane Regional Pavement Cut Policy
The City of Spokane Valley has adopted the Spokane Regional Pavement Cut Policy which outlines the standards for work performed in the public ROW. You can read the policy by clicking here, or a copy is available to read at the Permit Center.
Applying for a ROW Permit
Applying for a pavement cut permit is easy. You may complete an application form at the Permit Center, or you can download the application form from our website and bring the completed application form with you to the Permit Center.
You'll need the following information to complete your application:

Project start and end dates

Project location
-
Owner name and contact information
-
Contractor name and contact information

Description of the type of work, including pavement cut information if appropriate

Bond/insurance information
- Appropriate permit fees
Fees for permits to work in the ROW can be found at this link. Permits may be subject to a review fee if a traffic control plan is required. Click here to refer to page 10 of the Master Fee Schedule, which includes a description of ROW permit categories and fees. Or, contact us at the Permit Center below and we'll be happy to answer any questions you may have. Fees are due when you submit your permit application. We accept VISA, MasterCard, cash or checks.
