Ten Year Anniversary Video Contest
April 22, 2013 – July 31, 2013

Theme    Create an original video that showcases at least one thing you love about the city of Spokane Valley.  It could be about a unique place, event, or activity in Spokane Valley, or about your family, friends and yourself having fun in Spokane Valley.  The video must portray our community positively and should be intended to increase appreciation for the city of Spokane Valley and the people who live, work, volunteer, and play here. 


  • First Prize:  iPad® 64gb with Retina display.*
  • Second Prize:  iPad® Mini 16gb.*
  • Third Prize:  GoPro® HERO3: Silver Edition camera.
  • People’s Choice:  GoPro® HERO3: Black Edition camera.

* Prizes are in the form of Apple Store gift cards for the equivalent price of the iPad® 64gb with Retina display ($699.00) and iPad® Mini 16gb ($329.00), excluding taxes, shipping, and any connection, wireless, data or monthly service fees.  Winners may claim “bragging rights” in their own advertisements or promotions.  Contest judges, City of Spokane Valley employees, Councilmembers, Comcast® employees, and their immediate family members and members of their households, (whether related or not) may submit videos, but are not eligible for prizes.  Winners must provide positive photo identification to claim their prizes. Winners of prizes valued over $600 will be required to complete a W-9 form.  Any taxes due will be the responsibility of the winners.  Although you may submit more than one video, only one video may win.

Entry and Entry Period

  • This contest is free and is open to amateur and professional photographers, individuals, businesses, and organizations that live, work, or play in Spokane Valley. 
  • Entries must be submitted by 4:00 p.m. on Wednesday, July 31, 2013 to be eligible for prizes.


  • Winners will be selected by a panel of judges appointed by the City.  The City has sole discretion to determine the winning entries.  All judging is final. 
  • Judging will be based on use of the required theme phrase(s), originality, creativity, video quality and effectiveness in conveying the beauty and/or unique character of the city of Spokane Valley.
  • Winners will be announced on Saturday, September 21, 2013 during ValleyFest at Mirabeau Park, 13500 E. Mirabeau Parkway, Spokane Valley, WA.  You need not be present to win.

How to enter

  • Your video must be at least thirty seconds long, but no more than three minutes, and must include one or more of the following theme phrases, either spoken or written: 
  • "This is Spokane Valley”   “We are Spokane Valley”  or  "I am Spokane Valley”

  • Your video must be your own original work.  Video must be high resolution, and in one of the following file formats:  MPEG, .MOV, .AVI, or .WMV. 
  • Your video must be filmed within the city limits of Spokane Valley.
  • You are permitted to use the official Spokane Valley Birthday song as part of your video.  You can sing it, play it, or use our pre-recorded version by downloading the audio file located here.
  • Your video must not contain inappropriate content as determined by the City at its sole discretion, including but not limited to:
    • obscene or pornographic material;
    • defamatory statements, words, gestures or symbols that are widely considered offensive; and
    • violations of applicable laws and regulations, including copyright and trademark laws.


  • Upload your video in one of the required formats to pursuant to the YouTube terms of service, privacy policy, and in accordance with their posting guidelines.  Be sure to copy the URL link to your video on YouTube as you will need it to complete your contest entry form.
  • Complete and submit an "Online Video Contest Entry Form" here any time during the official contest entry period. 



  • Copy your video entry in one of the required formats onto a DVD.
  • Download and print the “Video Contest Entry Form here” or obtain a copy from City Hall at the address below. 
  • Submit your video on DVD with a fully completed and signed “Video Contest Entry Form” any time during the official contest entry period to:

  • DVDs will not be returned by the City.  All submitted videos become public records and are subject to disclosure if requested unless specifically exempted under chapter 42.56 RCW.
