Community Development Codes and Standards Documents

These are the documents that the Community Development Department, at the direction of City Council, our citizens and state laws, develop and maintain.  These documents guide the development of our City either by helping to plan our future, setting standards for development, designing lasting streets, maintain our shorelines or any number of other things that are important to a growing, developing city.  If you have any questions regarding these documents please do not hesitate to contact a staff member to answer your questions. Spokane Valley Comprehensive Plan - The Comprehensive Plan is the document that determines the community's goals and aspirations in terms of the development of our community.  The Comprehensive Plan dictates public policy in terms of transportation, utilities, land use, recreation, natural environment, capital facilities, economic development and housing and ensures consistency with the Washington State Growth Management Act. Each decision the City makes is based on the goals and policies contained in the Comprehensive Plan, all grant funding is based upon the planning laid out in this 20-year guide. The City's Comprehensive Plan may only be amended once per year.  Please see the Long Range Planning Page for update information. 

Spokane Valley Municipal Code - Titles 17-25 are the design and development standards for new development within the City.  The Municipal Code maybe amended at any time by privately initiated requests or recommendations from staff, city council or planning commission. 

Title 17, General Provisions, explains the types of permits and information surrounding their use
Title 18, Boards and Committees, lays out the guidelines for the different departments, hearing examiner, planning commission
Title 19, Zoning, zoning regulations for residential and commercial development
Title 20, Subdivisions, regulations for developing subdivisions in the City
Title 21, Environmental Controls, regulations for critical areas, floodplain development, shoreline master program,
Title 22, Development standards, fences, landscaping, signs, parking,
Title 24, Building codes, land disturbing regulation are here also you may also find grading information in the Street Standards

Regional Stormwater Manual - This manual in conjunction with the City of Spokane and Spokane County lays out the development of drainage and wastewater treatment in new development and capital projects for the City of Spokane Valley.  See Development Engineering for more information.

Shoreline Master Program - The Shoreline Master Plan contains the regulations that govern the development of the City's shorelines.  The Shoreline Master Program is currently being updated by the City.  Please see the Shoreline Master Program Update page for more information.

Spokane Valley Street Standards
 - These are the regulations which guide the design and development of new City streets and avenues.
